Temple Bar Properties is the company set up in 1991 to revitalize Temple Bar as a Cultural Quarter. The company's innovative urban renewal plan for the area comprised integrated cultural, environmental, retail and residential development programmes. This plan was implemented in tandem with private sector developments in the area.
The Temple Bar urban renewal project began as a common vision articulated by diverse groups of local cultural and business organisations, architects and conservationists, who recognized the importance of the area. Temple Bar Properties was set up under the Temple Bar Area Renewal and Development Act, 1991.
What has been achieved so far and what of the future..
In 1992, following consultations, research and discussions with the wider community of private and public interests, Temple Bar Properties launched a two-phase Development Programme for the area. This outlined initiatives in relation to architectural, property, cultural, retail, environmental, residential and marketing programmes.
In addition to this, to finance the commercial programme of retail and residential developments, Temple Bar Properties borrows from, and repays, the European investment Bank and the Bank of Ireland. These loans total approximately €60 million between 1991 and today and are repaid when the retail units are let and the apartments are sold. The company is required to make an overall return on the commercial investments to both subsidise some social and cultural tenancies. Also, within the development period, it is estimated that the private sector have invested an equal amount in the development of the area, more than €100 million.
